Training seminar of external experts (students and representatives of workfield) Sarajevo, 06-07.09.2010

 

Seminar was lead by two experts from Agency, Mr Boris Curkovic and Benjamin Muhamedbegovic, prof André Govaert and Sofie Landuyt from Hogeschool Kaho Sint Lieven and by Prof Dejan Bokonjic from University of East Sarajevo. Seminar was organized at Rector office, University of Sarajevo and total of 82 participants took part on these seminars. First seminar was organized on 6th of September for students who are on the list of external experts of the agency. Second seminar was organized on 7th of September for experts from the workfield.

Seminar started with presentation of Mr Boris Curkovic. He informed participants about Bologna declaration, basic elements of QA systems in EU and proposal for evaluation and accreditation procedures in BH. During first part of his presentation Mr Curkovic described in details development of High Education Area in Europe in last 100 years. He spoke about development of QA system in HEA by describing position of QA in different declarations and communiqués. He finished his presentation by describing accreditation process, frames and procedures in EU. He gave different examples of good practice and described different internal and external evaluation procedures on higher education institutions in BH. After his presentation we had very long discussions about evaluation and accreditation of higher education institutions, role of the Ministries in the whole process, independency of the agency, selection procedures of external experts in BH for external evaluation of HE institutions, responsibilities and obligations of members of external evaluation teams, procedure of evaluation and getting final report about evaluated institution on all four locations.

Second presentation was given by prof Govaert and Sofie Landuyt. Prof Govaert spoke about concepts and experiences in Quality Management in Higher education In Flanders, The Netherlands, EU, EHEA. In the beginning he clearly explained levels in the quality management system and connection between these three layers. Prof Govaert emphasized that higher education institutes (university colleges) and the universities are responsible for the internal quality management of the learning activities. He decribed whole process of internal quality management in Flanders and also he introduced the self-evaluation report, with description of structure of self assessment teams (SER), role of different members of the team way, of submitting report to the external commission and etc.

Mrs Sofie Landuyt described QA system in Flanders and talked about external management system. She emphasized that evaluation of study programmes is done by a commission for visitation and result was presented in a published public report, based upon the self-evaluation report (SER) and the visitation by using a collective visitation protocol. Main features of external visitation are:

It is organized per study programmes or group of study programmes;

• Simultaneously at all higher education institutes/universities with the same study programmes or group of study programmes (cohort);

• As a rule, an assessment panel is made up of five or six members: three or four experts, an educational expert and a student;

• Evaluation of the quality of the study programme ;

• Evaluation of the quality control process: PDCA-circle ;

• Collection of strong elements and elements that the management should pay attention to;

• Counterstatement report: study programme managers and staff can react;

• Published external report (within 24 months).
