Training seminar in East Sarajevo [08-09.10.2010]

On 8h and 9th October project management team of ESABIH project  organized practical training of representatives of study programs, which are selected for pilot project, and QA coordinatorsof all eight public Universities in BH.  Seminar was lead by three experts from EU,  Prof Andre Govaert and Mieke VanHoorn from Kaho Sint Lieven;  Mrs Sofie Landuyt from VLHORA; Mr Curkovic from Agency for Development of High Education and Quality Assurance in BH, Mr Dino Mujkic from WUS Austria and by Prof Bokonjic from University of East Sarajevo. Seminar was organized at University of East Sarajevo and total of 45 participants took part on this seminar. Representatives of study programs were selected by the public Universities.

Seminar started with welcome speech of prof Ljuboje, Vice Rector University of East Sarajevo, who hosted this seminar. Prof Govaert welcomed seminar on behalf of contractor institution and Prof Bokonjic welcomed participants on behalf of the Consortium of the project. He presented agenda of the meeting and also main project outcomes and activities.

After introductory remarks, each selected study program was presented by their representatives. All participants got an assignment and task from management team before seminar to answer on following questions: Who is responsible for SER? Who will write? Who will read; comment; approve? Who will do the pre-assessment? How will all staff members be involved? How will students be involved? Alumni? Work-field? Organisational context of the study programe. Historical context of the study programme.

Most participants during their presentation very clearly answered on all questions. Those presentations were good introduction for practical training. After presentations prof Govaert and other two EU experts lead short discussion about some points emphasized during presentations.

Mr Boris Curkovic welcome participants on the behalf of the agency. He informed participants about basic elements of QA systems in BH and talked about evaluation and accreditation procedures for institutions and study programs in BH.  After his presentation we had short discussion about evaluation and accreditation of higher education institutions and programs. 

After this Mr Mujkic presented standards and criteria for evaluation and accreditation of study programs/final version, which will be tested during our pilot project. Development of standards and criteria for evaluation and accreditation of study programs are in final stage and is under full support of our Agency. He presented all seven criteria and briefly passed through different indicators. After presentation we had discussions about standards and criteria, composition of the teams, responsibilities of members of the team, development of procedures and instructions and etc.

In the end of this section prof Petkovic presented his experience and experience of University of Zenica in evaluation of study programs and institution. Also prof Petkovic prepared a lot of handouts and material for participants. Presentation was excellent and was good introduction for presentation of Sofie Landuyt, who spoke about preparation of self evaluation reports as done in Flanders by VLHORA. 

She explained in details all QA procedures and everything about preparation of SER and process of external visitation. In the end she gave assignment for practical exercises to all groups who supposed to read chapter 6 of SER “quality assurance system” and analyze it. After two hours of work in small groups each group presented their work and gave very good analysis of this criteria. All experts were really impressed by work of groups.

First working day finished with explanation of technical and financial issues related to this seminar. This session was lead by prof Bokonjic.

Second day started with presentation of Mieke VanHoorne. She spoke about preparation of self evaluation reports in KaHo Sint-Lieven. She explained and described whole procedure in details. She also explained usage of mind maps in analysis of criteria of SER. After presentation she gave assignment to groups to work on criteria 2.1 Connection between educational objectives and curriculum of the study program. Participants should think about their study programs and try to emphasize strong and weak point for each indicator inside this criteria (translation of objectives into curriculum, level, interdisciplinary elements, international dimensions, curriculum revision, and innovations and involvement of stakeholders).

After two hours of group work participants presented strong and weak point of the running study programs and together with Mrs Vanhoorne made conclusions.

In the end of the seminar prof Govaert and prof Bokonjic briefly passed through all criteria with accent on criteria 3, 5, 6 and 7.

Project management team defined homework for all participants and defined deadlines of future activities. So all participants should send chapter Introduction till 15.11.2010 and chapters 3, 5 and 6 by the 15.01.2011. Also all participants should think about chapter 1 and develop mind maps of chapter 2.

Next training will be organized 14-15.02.2011 in Mostar. All participants should prepare presentations about their feedback to chapters 3, 5, 6 and chapter introduction. They should also present during training results of their thinking about chapter 1 and present mind maps of chapter 2 according to instructions got during this seminar.

During seminar in Mostar we will discuss about tables, questionnaires and templates which will be necessary for preparation of SER and also about study work measurement.

Detailed agenda will be prepared in the beginning of the next year.
